Case Studies of Socioenvironmental Impacts and Violations of International Agreements by Mega-Developments in the brazilian States of Ceará, Rio De Janeiro, and Pernambuco

The studies presented here bring to the center of the debate the material and immaterial implications of environmental injustices experienced by communities, which mainly affect women, according to each social, political and economic dynamic. After all, the capitalist system coexists with the patriarchal system, configuring oppressions, inequalities and inequities that are related in a complex way.

The impacts of each mega-project are not distributed randomly in society, but based on unequal systems of power, in which the most socially vulnerable, such as women, impoverished people and/or black people, experience more oppression and inequality.

Based on these discussions, the three case studies present a diagnosis of the current situation of communities affected by three mega-projects in Brazil: Wind Farms in Ceará, the Suape Industrial Port Complex (CIPS) in Pernambuco and Ternium Brasil in Rio de Janeiro. This compilation of information is intended to drive social transformation actions in search of better living conditions.

Firstly, the report presents a characterization of the territories, delimiting the forms of social and political organization, production and commercialization, leisure and culture. It then delimits socio-environmental conflicts, the subjects of rights violations and the impacts produced. The study also carries out a brief analysis of the relationships between the reality of the researched territories and the implementation of the Sustainable Development Goals (SDGs) and international agreements that are a reference for the De Mãos Dadas project: the Paris Agreement, the Convention on Biological Diversity and the Convention on the Law of the Sea. Finally, it brings final considerations and recommendations for achieving environmental justice, aiming to produce not only the autonomy of people, but also the construction of a new political force, capable of intervening in this territorial dispute in order to guarantee the achievement of rights.
